Strange Noise on Tire Spin

My 2010 Scion Xd just got all new tires. Since then, there is a noise every time the tire spins. It's quite a muffled sound, but something is definitely making noise that I don't think should be there. It will sometimes be silent if the steering wheel is in the right spot, but will immediately come back once I turn it at all. I haven't found a difference between turning left or right. I don't see any visual oddities when I crawl underneath the car. Does anybody have any ideas what the issue might be? Any ideas welcome.

There are 2 possible causes that the tire shop should be checking. 1) Make sure the tin backing plate didn't get bent so it's making contact with the rotor. 2) Check to see if they put "stick on" weights in a place where they are making contact with the caliper when rotating. ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ We offer help in answering questions, clarifying things or giving advice but we are not a substitute for an on-site inspection by a professional.
