That looks like a harmonics damper but it definitely shouldn't be pointing down. Something is coming apart there. I suggest to get it to an exhaust specialty shop and they will be able to resolve whatever it needs. ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ We offer help in answering questions, clarifying things or giving advice but we are not a substitute for an on-site inspection by a professional.

That's exactly what that is to "balance" any exhaust 'resonance' as in vibrations. There are two look and see the other in place should be there are asymmetrically opposite one hole to bolt thru and one slot to slide. Just don't dump those too many people (techs) wont fuss with them but there for a reason so put it back it might swing now don't hit anything with it. Not really hard to fix surprised as it's a tad early to have been taken apart for exhaust work even at about 10 years, T

I'm suspecting there will be more issues with that exhaust than just the damper.

Probably. Never saw those just fall like that by themselves. Exhaust shop a good idea new gaskets probably? By rights should be making noise now as in leaking it's loose to do that. Not sure but may need to take down or move "H" pipe to do a starter motor on this? Long time just forget I always put those back on just because they did come with them new, T
