Turn switch problem

Hi, I've been having this problem for a month or two. My car is a Toyota Avensis, '98. When I push the turn signal lever up to turn right, it works very well. However, when I push it down to turn left, it doesn't turn on (no usual turn signal *clicking* sound, no light in the dashboard and no turn signal). However, if I only push the lever a little bit down and hold it there thereby not allowing it to travel all the way to the "botom", it works well! Can I fix this myself, and more importantly: How?! Sounds like a bad turn signal switch. The air bag makes it a little too dangerous for a DIYer.
