1997 Ford Torus, runs hot, replaced water pump,and thermastat, still running hot, low coolent light stays on and they said it may have blown head, What do you think.

Low cooland would equal running hot. The coolant must be full at the radiator not just the recovery tank. If it gets gasses in cooling system thru like the head gasket it will continue to run hot, overheat and show low coolant. The gasket is still a job and usually can use the head if that's what is happening, T
