White smoke

I drive a 1986 cutlass supreme V6 there is white smoke coming from the oil filler inlet and the oil dipstick, I've added a no-smoke formula my last oil change which was like 3 weeks ago and it still smokes what could be the problem for the whit smoke?

If it's a 1986, it probably has a lot of miles on it. What your seeing is "blow by" Your sealing rings are worn and a little bit of exhaust gas is coming through the gaps that have formed. This can be diagnosed with a compression gauge. Unfortunately, the only fix for this is to replace the piston rings which involves disassembling the engine. I guess now you have to decide how much you love the car.....
