Windshield wiper control - 1999 Tahoe

After a snow/ice storm, I turned on my wipers to a '99 Chevy Tahoe. The blades were frozen to the windshield. After clearing the ice, the wipers would only work on the higest speed. Same thing with the washer fluid control. How difficult and expensive is it to repair? I now have no intermittent speeds or washer control except when set at the fastest speed.

There’s a good chance that the wiper switch, the wiper module or possibly both has burnt out because of them being held frozen. If you follow this test procedure it should help in figuring out who’s at fault. Dan. Canadian "EH"
