Ok the car is a 1995 Cadillac Deville, motor size 4.9 v8 and miles unknown right now.
This car was given to me it has been on a garage fron 2006 to now. I'm wanting to see what I should do to it before trying to start it. I figure the gas tank, pump and the gas lines need to be flushed, and check injectors amd rail for leaks. Also will be checking all wires for rats chewing them up. I'm also thinking flush all other fluids. But should I change any gaskets, or see if it has leaks after all the fluid changes,and do I need to do a compression check. We know when the car was first parked it was not driven alot. May have had less than 100k on the motor. So anyone who can help here is welcome. Oh car also has GM VATS anti theft system on it and I wanted to know if I can just put a new lock into the steering wheel or if someone can help me figure out the resistance number I have to use on the key.

I think your biggest problem is going to be the fuel tank and pump. You should start out by completely removing and emptying the tank, inspect the inside and flush it out if it's re-useable then install a new pump.
As far as leaks, wait and see. I can tell you that an oil leak on this particular engine is a total nightmare. The oil pan leaks often and it requires removing the engine or trans to remove the pan.
As far as flushing fluids, get it running first and see what kind of shape you are in before possibly creating new problems.
On the security system, I gather by the way you are talking that you don't have a working key. That is not good news and you will likely have to replace the Passkey module to resolve this. If you have a key you can measure the resistance but without one you are pretty stuck.

I figured I might have to replace the theft thing. Do you know if I remove the steering wheel if I can dis ingage the lock so the car can be moved without breaking the lock pin for the steering wheel? Sorry I tried looking it up can't find it and my books for the car won't be here a few days.

You have to remove a little more than the steering wheel and there is a special tool required to remove the spring loaded locking plate.
Precautions have to be taken before removing the airbag also.
I wouldn't be surprised if that Passkey module is no longer available either.
This kit contains both the lock plate tool and the wheel puller.

I have worked on cars alot I use a book to know what to do is all. I have the puller and stuff. And I have removed quite a few airbags. I know they are dangerous. Thank you for the help sir.
