brake pedal wont build pressure

2001 chevy blazer 70000 miles engine running brake pedal goes to the floor and hissing sound wont build any pressure. engine off will pump up. tried used master cylinder same results.

If you're hearing a hissing sound when you apply the brake, then you have a bad booster but I doubt that is the low pedal issue. There seem to be more than one problem.
What is the history on this? What led up to this problem? Any recent repairs?
