My father in law is working on a 1989 BMW 735i and the struts(shocks) are not working. We need to know if there is a way to convert the air struts to standard and if there are any other things we need to know about dealing with this issue.

There is a company that you might want to get hold of called Strutmasters. I don't think that your shocks use air to level the rear. They used several different rear shock designs on those. It's important you identify which system you have. There were conventional, EDC (electronic damping control), and LAD (Load dependent absorption) shock systems. LAD uses hydraulic pressure supplied from a pump on the power steering pump to supply pressure to raise and lower the rear. Since we volunteer our time and knowledge, we ask for you to please follow up when a problem is resolved.
