We have a section for "Motorcycles and ATVs" but let's leave this here as it's interesting for the top spot.

Ok: Like most small engines you have gravity feed fuel, some kind of bowl or filter, and a carb with a choke to set or could be automatic and not working. Choke plate should be visable with air filter cover removed and see if there's a coin like plate that turns in there by request.

It starts when covered suggesting fuel isn't getting to the engine enough for a cold start. The dripping is possibly dirt messing with a needle valve for float level or too much fuel getting close by repeated attemts.

Many small engines just need cleaning out at the carb - should be some hose there that you can spray automotive carb cleaner through and many times that's enough.

With multiple failed attemps the spark plug can foul up quickly and may need to be removed, allow cylinder to air out and heat the plug carefully with heat like a propane torch just at the plug firing tip or get a good new plug as they are common anyhow to go bad.

Choke again is either auto or manual. Tell me/us that and perhaps we can suggest what it should be doing and what you can try......
