a 98 crv the car starts and dies right there, but when i wiggle the wires underneath the steering wheel it runs for a while and dies again, and there is no check engine light, could this be the ignition switch,

That's something that you're going to have to determine. You found the area that triggers it. Wiggle one wire at a time and see if you can find the one causing the issue. Then pull the plug off the switch and look to see in the connector is burnt or the pin is loose in the housing.

A bad ign switch was common on those.....See if holding the key just a hair forward of the run position will keep it running....Don't turn so far that the starter engages, but if it is a bad switch, you will be able to hold it in the "sweet spot" & keep it running...
