wheels juddering only when cold start

When I first start my '94 ES300, the first time I turn the steering wheel to the far right or left, the wheels "judder" and there is a squeeling/squelching noise. The juddering is a bit like the tires are grabbing on the road surface and don't want to let go, but this is obviously not what is happening. Once I fully turn the wheels the issue goes a way. I notice this only when my car has been parked for a few hours. Ideas? Could it be power steering fluid or might a system be going out? Thanks -fm

This could be something as simple as a loose power steering pump belt; when the belt is cold it maybe slipping a little bit causing the “juddering” and squeel. Dan. Canadian "EH"
