Compressor clutch engages for 3 seconds and then disengages. It engages and disengages like that continuously.

There is probably a problem with your gauges being a little inaccurate because it's impossible for the high side to be lower than the low side. The fast cycling could indicate 2 things, either low on refrigerant or a blockage in the system so don't just go adding more refrigerant because if it's a blockage, that could be disasterous. Before ever attempting to diagnose an AC system, the first step should ALWAYS be a complete evacuate and recharge of the system with the exact WEIGHED amount of specified charge. None of your pressure readings mean anything at all until you know you have the exact amount of charge in the system. High side can't be that as HT said. OP, what's the temp of where this is when off for hours like overnight? That totally matters despite the 75F the ground is cool to cold, not frozen where I am was mid 80s yesterday for example. Any of my own would do the cycle thing system is cold, sucking air off surface is colder air than the temp. If so it's a lousy time of year to guess at like this. If you need it to work properly still and ongoing do as HT suggested near all would be low from a leak to find and fix the topping off days are over, T
