Air vents lose power

Hello, My name is Justin, and here's my info before i get into the issue: 2006 Dodge Charger R/T (5.7 liter) with 50047 miles on the board. I had the heat on blast on my way to work, since its getting to be single digits & below here in mid MO. It works when i have the air dial set to recycle(max pwr) on the face vents, or face vents with feet. If i switch it to anything else (windshield, feet, normal face vents) it works for a few seconds, then makes a whistling sound that starts out low pitch and gets higher. The whistling stops abruptly, and the air comming out of the vents drops to a trickle. When i turn the dial back to recycle face/feet it goes back to full power. I have not had any issues with my air system, and this is the first time i've had this problem. I checked to make sure nothing got sucked into the floor vent somehow, but even when its on normal feet the same sound/loss of power starts after a few seconds. Would love to have windshield defrots ability this time of year, I appreciate any help or insight that might be offered! Thanks, -SSgt Phox-

max air gets the air from inside the car, normal gets air from outside the car just below windshield look something blocking there
