Heater comes on while driving

I drive a 2004 GMC Sierra 1500 with 92,000miles on it. The heater comes on while driving even if the AC is on. I have to turn the engine off and restart the engine in order to get the heater to turn off. What can be the problem?

The heat in that vehicle is controlled by a blend door that regulates heated air flow. it is operated by an electric motor/actuator. The problem can be that the actuator is stripped or inoperative or the door itself could be damaged.
