Help a lady being honked at by a "Ghost Horn"?

So, funny or not, I have a question. We have a mid 70s Hearse - yes a hearse - that gives ghost tours past our house very late at night. A few nights ago they got in trouble for disturbing people at 1 am with loud speakers. Last night, the hearse went past and blasted his horn - A TRAIN AIR HORN KIT HORN - 5 long blasts, then it stopped and they parked. Then after they started again, there was a short blast, a long blast and another short blast. Then it was silent again. The horn operated normally for their 2 mile trip to our area and fine immediately after. The driver is trying to say his horn malfunctioned. I am a classic car collector and owner of a small historic racing museum (which I make no money at, it's kind of for the community not for profit). I don't believe a malfunctioning horn would do this, rather it should be a constant honk or short fairly even patterned honks, and would not be mistaken for someone laying on the horn and later intermittently honking short and long and then working perfectly fine again. Any opinion from mechanics who can tell me if I am right or wrong? The driver is being a real jerk and saying he is coming to meet me in front of my house at 630pm. Any advice on this would really, truly be appreciated on whether this type of horn kit can malfunction like this just for a few seconds.

Horns can malfunction in hundreds of different ways.

talk to local PD - their involvement should curtail the honking OR prompt the operator to 'fix' the issue.
The PD is your friends and will advise.

? I take it this isn't your car or biz right? A horn or neglected or intentional noise from a device sounded off is plain "disturbing the peace" or something.
There's no need to discuss how or why this could do this but rather up to the to quit this with that vehicle until fixed - done deal. If they don't it's a police matter as said already,
