Mercury Heater motor wont always run

I Have a 1995 Mercury Grand Marquis with a 4.6 engine, and 122,000 miles. The heater blower has begun to malfunction, the blower wont always start up when switched on and it will begin after being on for a while, or start right up the next time the car is started. I might add that the temp has been as low as -18 in the past few days, it worked correctly when it was warmer. I have no idea as to the location of the heater motor so I can check it, and I also heard mention of a fan resistor - any ideas?

The blower motor in in the engine compartment on the passenger side. Try rapping on it with a screwdriver handle when it's not working and see if that jump starts it.
