No Hot Air from Heater/Defroster - 1994 Blazer

I have a 1994 Chevy Blazer 4x 4. Recently had the water pump, thermostat and heater line hoses replaced. Last year I replaced the dash controls and blower motor. I have unplugged the electrical wires going into my AC/Compressor as the bearings went out and I have not replaced the compressor. My problem is that I am only getting cold air blowing when I turn on my defroster or heater. The heater hoses going to the heater are warm. My mechanic thinks it is a vacuum issue to the outside vent doors. He replaced the one controller on the firewall I think. When he tests the vacuum system and puts it under pressure the doors close. When he takes off the tester, the doors open again. Any suggestions?

A very plugged heater core could do this or still some problem with the diverter doors or the controls of them, T
