I have 2000 Honda Accord. When it comes to the AC, it only come on when the dashboard light up, which is a random time during the trip. Once it does, The AC comes on great and will stay on for the remainder of the trip. Is this a loose wire connection or does this have something to do with low coolant.

You probably mean low refrigerant. It appears you have more of an electrical problem.
