2000 toyota camry 4cy ac does not work filled with freon when you start the car and put the ac on the clutch on the compressor engages for about 4 seconds and then diengages and the ac light on the button blinks?

Unless you are highly trained in refrigeration, you shouldn't be adding refrigerant to a system. The system requires a very specific weight of charge and overcharging can destroy the whole system very quickly. There is no way to know how much refrigerant is in the system without totally recovering all of it, vacuuming the system and recharging with the proper weighed charge. Your compressor has an RPM sensor in it and the system will shut down for any number of reasons, including a bad compressor.
