'01 VW Golf does not move without applying throttle when you shift into drive

I'm not sure if this is a transmission issue or not. When I shift my '01 VW Golf into drive it won't start going forward until I apply a bit of throttle. After that it works without issue, transmission seems to shift fine, no obvious issues other than that. A buddy of mine told me that could be a throttle cable but that doesn't make any sense to me. What do you guys think?

Our trans expert Gary will be along but in the meantime have you had the fluid level checked?

Remember, the car has to be level and running.
It would also be helpful if you post the VIN# to identify the components.
Also if your trans is a 4 speed or 5 speed.
