1997 Chrysler cirrus Transmission problem

Car has never slipped while driving. This is an automatic. Drove and slipped one time on freeway. Drove the rest of the way fine. Next time I started it, it goes into gear, but does not move when I step on the gas in drive. Goes into reverse and makes a whinning noise and does not move. Car will not move at all when engine is running. When key is turned on without car running it will move in neutral. Fluid is full and looks ok. Any suggestions would be very helpful. Thanks

Sounds like it's fried. Get it to a reliable transmission shop.

Could it be a linkage problem , tourque converter or tranny fried?

It's certainly not linkage. It could be a valve body problem but you would still need a transmission shop to determine that.
