94 ranger will not go into foward gear

2.3 motor
automatic transmission
My truck has an extremely hard time going into drive gear, once there the truck drives and shifts gears just fine. no slipping or anything of that nature. When you put the truck into reverse, it goes straight in and could back up a cliff. When trying to go into foward gear the truck just sits as if it were in neutral. If you rev up the motor, somewhere around 2500 to 3500 RPM it will go into gear. Someone told me it may be the torque converter. Also the truck shakes while it's in foward gear (stopping at a traffic light) Any help would be greatly appreciated. Thank you for your time.
