99 chevy suburban 4wd not engaging

My 4wd won't engage. The buttons do not light up (both 2wd and 4wd) as i have heard they should light up. When you try to put it into 4wd absoulty nothing happens, no sounds no nothing. My husband changed the fuse and that didn't help. any ideas of what else he could check or replace? I just tried a few things myself and noticed that the 2wd button lights up when the headlights are turned on. but still nothing for the 4wd.

He changed the fuse, but did he check to see that it has power with either a multimeter or test lamp? Is there power to the switch? I would be checking that out. If there is a good fuse power supply you would need a high-end scan tool to check for codes and run bi-directional tests on the transfer case module.
