99jeep wont shift out of 1st

99 jeep gc was driving to stop sighn went to take off and wouldnt shift out of 1st gear ichecked fluid level and was full but a lot of bubbles ?it is a auto trans with 155000 there was no warning

You can't shift the stick out of 1st or you don't hear it go past 1st. If it is the auto shift (not the stick) and it's 4wd, what happens when you shift the transfer case to Low. Does 1st work in Drive or 1st or both. What engine? What transmission. If it happened suddenly, my first guess is a broken band as this controls 1-2 shift. Service manual (depending on trans) suggests bad governor or valve body or solenoid. Most of those mean a rebuild. Is it too full? "If the transmission is overfilled the gears churn the fluid into foam, aerating the fluid and causing the same conitions that occur with a low level. In either case, air bubbles cause fluid overheating, oxidation and varnish buildup which interferes with valve, clutch and servo operation. Foaming also causes fluid expansion which can result in fluid overflow from the transmission vent or fill tube." - From 1994 jeep gc service manual
