1983 El Camino with broken seat back locks

I found out the hard way that the back seat latches on my el camino are not functioning, causing the back of seat to fold forward when brakes are applied forcefully. I have a split bench seat. This was an actual General Motors recall in 1984 and so far I am having trouble locating replacement parts for this problem. Any advice or help you could give me is much appreciated!

How does that happen if you are sitting in it at the time?
