car was running when parked , has 302 ci engine , was restarted after sitting for about 8 years , cleaned carburetor and replaced filter ,ran for a while then developed leaks , replaced carb with new one ( Holley 600cfm vaccum secondary ) , ran decent for a while and now the secondary jets are stuck open and running really rich . One thing I didn't do was clean out gas tank , could that be the problem ? Any suggestions will be appreciated !

Jets stuck open on the secondary. Do you see fuel dripping out of the boosters? Maybe the float is stuck down, leaking needle and seat, or float height is not adjusted correctly in the rear bowl.

fuel is dripping out boosters , but i was wondering if it had anything to do with vaccum ...

Your secondary throttle plates should be fully closed at idle. If they are closed and fuel is dripping out of the secondary boosters, you have a float or needle and seat problem. Maybe some trash got in there and is holding the needle off the seat.

would that would require taking it appart or is there an alternative ? I've never disassembled a carburetor ...

It depends what model Holley you have but many of them have external float adjusters.

This was a truly new carb? Old fuel should have clogged a decent fuel filter first leaving assorted debris unlikely. OE fuel filter probably just screwed into front of carb or a small metal in-line one or altered completely over the years as the OE filters were tiny.
Can only guess but would think the carb itself is probably fine and the swap didn't go right. What people will do is use Teflon tape on threaded fuel lines or filters and the smallest shard can hang up in needle valves allowing float level to go too high hence rich up to plain leaking out the sides.
If that is a chance you have to go inside and pluck that out with tweezers as I don't know of a solvent that will dissolve that common white Teflon pipe tape.
Just a thought. Have seen that used many, many times with success the first time it was used but you may have the shards to deal with from a prior use of it. Know that fuel threaded things do not count (usually) on the threads to seal like plumbing items can and do. Fuel threads are plumbing threaded as a taper unlike other threaded things for fasteners for other things in general. In short if filter is screwed into carb it may have been the seal that failed once before but by rights would only leak or seep there no cause internal carb issues,

Manually unstick the secondary linkage be sure the diaphram is free check the secondary choke lock out . be sure all linkages are free . As others said , set float levels.
