Late Registration for Eventual Sell?

My room mate has a car that is months past registration and he's looking to sell the car. The question is if he has to register it in his name first before selling it. Also there are multiple tickets associated with the car, does he have to take care of those as well before a sell occurs? Thanks for any info!

Tickets if car was unattended like parking tickets go to the registered owner.
If he doesn't own the car I can't see how he could sell it at all!
In Mass where I am all tickets, taxes, and insurance must be clear or you don't get new registrations or renew anything till cleared up.
