You may very well have replaced a perfectly good ECU. The only way to condemn an ECU is to systematically test and rule out everything else. Are all your fuses good and have power? Will a scanner communicate with this ECU? If so, what codes are present? Does this ECU have a theft protection system? If it doesn't recognize the key it won't allow startup. Does the ASD relay power up with the key on? There are a lot of things to check first, and throiwing ECU's at this isn't going to do anything but drain your wallet. If the ECU was actually fried its important to determine why, so the next one also doesn't get fried.

Is the starter relay being triggered when you hit the key? This is an integrated system with a BCM that can keep the PCM from allowing it to start. Forget the jumper wires, it needs to work as it was designed. If the modules aren't allowing this to start then you won't get spark or injector pulse no matter how many jumper wires you run. Is the ASD relay being energized when the key is in the run position? Do you have just a codescanner or does your machine have the ability to view live data?

Thinking along the same line, trying to rule out anything else since I doubt he can access the BCM with his scan tool.
