2005 Chrysler 300 3.5L
Not going to get into why I'm being tracked, but 100% I am.
After searching pictures of engine & front end, and searching the cars manual I'm convinced this wire that leads from the area under steering wheel (under dash) (and is the only wire coming from there) over engine and through hole on water pump, then arrives to what looks like it should be a hood open indicator next to latch for opening hood, is a ground wire or has something to do with a hidden real time gps tracking device.
It's not in any owner manuals or any engine pictures. And even though the wire looks old and the bolts look way to old, the zip ties to secure the wire are shinny and new.

Can anyone tell me if this is suppose to be here?

Did you just get this car?
Not my thing but sounds like something done with owner's consent with some legal problem to allow them to drive and be tracked. I would think authorities if something like that would want it back?
If you are in trouble sounds like they had time to install this and taking it out or disabling it would get you in trouble if the case?
Why otherwise would anyone you can think of want to track you? TMK there are much easier ways to just stick something on with it's own battery and not make such a mess nor need to get into the vehicle.
There's assorted stuff I haven't and will never know of that can do this. If unwanted and someone had to open your car to install it that to me is a police matter to report and yours to carefully undo legally and properly suggest you choose probably a car audio specialty place so no ill problems with the car?

Those buttons are used all the time in aftermarket alarms.

OK. This as you describe it I would call illegal and vandalism hence a police matter not best to judge any personal issue.
Mechanically you probably sustained some damage to undo this properly. Can't be the clever a mechanic as I'm just plain sure if you wish to know the location of a vehicle you don't need this extreme but no clue on costs of stuff that does for legitimate legal reasons.
That's it. Not going to get into legal matter except to say let the authorities suggest what to do if you wish to pursue it.
Can help with any problems possibly with the car AFTER it's been looked at if you wish to undo this possible mess and fix it,
