Power Steering Fluid Help!

Hi everyone, I drive a 1998 GMC Sierra 1550 Vortec 5.7L V8. Two weeks ago, my power steering pump stopped working so I took it to the mechanic and had it fixed. I got the truck back a week and a half ago. When I was driving it off the parking lot, I noticed that the steering wheel was "rubbing" and I noticed this "whining" noise similar to a super charger. Any ways, I drove the truck for about 2-4 hours more and noticed the noise and the rubbing in the steering wheel getting worse. I was going to take it in tomorow to have them look at it but for some reason I decided to check the power steering fluid level and it turned out to be completley dry. I know that the system has not been leaking because I got under my truck while it was in the mechanic's parking lot to look at my 4wd actuator before I drove away and there was no fluid. And,theres none on the floor of my garage. So the guy obviously neglected to replenish the fluid after draining it. My question is, how much if any damage could this have done to the new pump or any other components? Should I demand for a refund and take it somewhere else or maybe have him fill the fluid or completley replace the pump? Thanks for any responses in advance!

Fill the fluid and see what happens. See if it quiets down and stays full.
