Mineral spirits will work but they sell a lot of bug and tar removers over the counter.

Ive tried bug and tar removal in past and it really didn't work that well plus takes ma longggggggggg time. JL

Nobody said it was easy. There is no magic "as seen on TV" cleaner.

Yes - stuff less likely to harm paint takes work still. Different products, different bugs and sap too. It's not amusing as some sap will eat paint.
The longer it's been there the worse of course,

If it took it off fast, it would be too aggressive and would harm your paint.

Try cleaning it off with denatured alcohol. The alcohol should help break up the sap and remove it.
I would wash the area first though as you don't want to be rubbing grit into your paint and scratching it.
