1996 GMC Sierra 1500 won't start

1996 gmc sierra 1500 won't start. i'm getting nothing when i turn the key. Starter and battery are good. They have been checked.i thought it might be starter wire harness(locate at the ignition key/steering column) so i replaced it. Still won't start. I am not getting 12 volts to the starter relay. Any thoughts out there? Thanks for your input.

Does this have an aftermarket alarm system or remote start system installed?
Automatic or manual?
