99 Taurus blowing cool to cold air

Hi all, I have a 99 Ford Taurus 3.0 that blows cold air. It will not blow warm air. I have heard that these cars have that problem, can anyone tell me how I can solve this problem ? because it's late October and getting pretty cold out. Thanks very much!

This car does list a heater control valve. Is it warm on heater hose up to this part then cold? Still doens't say it's bad as it might be, being told to stay shut.
Is engine running up to normal temp AND is coolant FULL at the radiator not just the recovery tank?
I don't know of these cars to have more issues with heaters than any other??

The temp gauge shows that it's trying to overheat, but I cut on defrost to keep it down. The recovery tank is full, however I noticed that the coolant is very dirty and needs to be replaced. This is my mother-in-laws' car and I don't believe she has had any work done on the cooling system. Would changing out the coolant help, or change the heater control valve? Thank you!

Have a good flush job done and replace thermostat, inspect radiator and heater core functions while that's being done. This may be low on coolant out of your sight as recovery tanks are really only useful when there are no problems and the system is known full. Trouble is more cars are made with just the recovery tanks and no more pressure caps at radiator which is where it needs to be known full.
Also: Low coolant will frequently show as no or low heat at first and air bubbles or plain boiling coolant thru a heater core won't transfer heat - it must be a liquid passing thru.
The overriding problem is why is it spiking the temp and if low WHY as neither is normal and the source problem yet to be found -- leak - or whatever still to discover,

I think this model ahs an electronic blend door actuator. This controls the heat or coolness of the air flow. Look under the dash in the center of car and see if there is a little 3X4 white box there. If it is, that is more than likely your problem. A flush and thermostat is a good idea as Tom mentioned. It will look like the diagram below.

I actually expect this to be the problem as our famous way2old has shown so well.
There's one for the wallpaper job!
Still - the fluctuating heat/temp reading needs to be addressed. Good luck with the fix,

The heater (water flow) control valve when used is in the input line to the heater core. On some Ford products it's just a fan delay item sensing temp to allow blower to wait till warmed up or possibly a combo deal. Follow hoses to or from firewall to find it. Most inlet hoses are slightly smaller than outlet hoses. I don't know for sure if this car uses one to totally shut down coolant flow or partial as per temp request.
IMO - they are not a huge failure item but who knows. The ones I hear the most about are folks with lousy A/C at too much hot water is still running thru fighting with the cooling and the heat wins in those fights

Be sure to do as Tom said and flush the system and change the thermostat. That is something that will give you lots more time to keep the engine cooling properly.

Just to add to the good advise from above. These cars are terrible about the heater core clogging. You mentioned that the coolant looked like a bad color. If it is really bad a blockage in the heater core may be a possibility. Find the two hoses going into the firewall(heater hoses). When the car reaches normal opperating temp with the heater on, both of these hoses should be close to the same temp. If one is significantly cooler than the other than a blockage is likely. I have freed up these blockages before by removing both hoses and blowing compressed air or high pressure water though the heater core. Good Luck
