1995 k2500 4x4 not locking in

I am having trouble locking in 4x4 on my 1995 chevy k2500 6.5TD. I have replaced the T-case switch and tested the actuator (hooked it straight to the battery and it extended). Voltage to the actuator is initially ~12.4 but after a few seconds it drops to ~3.7. What is causing this? I assume it is my issue with the actuator not extending. Additional info: It is a floor shift, 2x4 light is on regardless of gear selection. There is 3 volts at the 4x4 dash fuse.

do you know which transfer case - several were used with the dual rear wheels and 3500 series, some even had relays etc.. The voltage drop you are measuring the chassis connector with actuator unplugged? THe actuators would often fail I will look for a ohm spec.

It turned out to be a bad ignition switch. I followed the 3 volts (one side of the 25amp fuse with the actuator unplugged) large orange wire coming out of the fusebox to the ignition switch. All other wires had 12 coming out with key on. I wired the rear wiper(none on the truck) brown wire to the orange one everything is working until the parts show up.
