1999 Chevy Silverado with clicking noise in dash

Clicking noise coming from the dash right behind the air/temp/heater control it seems. When running A/C or heat and blower speed selector is turned to the off position that is when clicking starts, when turned to position 1 or higher, clicking stops. 
It also doesn't matter if I have outside air selected or recirculation selected, it does it either way. I'm guessing some sort of actuator perhaps, don't really know where else to start looking.

Sounds like it may have a stripped blend door actuator.
