Is the front end unlocked? What are the lights doing on the transfer case control switch panel?

Turn the ignition off. Go under the hood and remove the ATC 20 amp fuse from the junction block. Wait ten seconds and reinstall the fuse. What happens?

The computer that controls the 4 wheel drive may be seeing something wrong. You can connect a scan tool and look at the information inside the transfer case computer, but the tool has to be able to access the transfer case computer. With the scan tool you can look at the computer inputs and how it is controlling the ouputs. With that information you can figure out where to look for the problem.

You may need to bring it to a repair shop that has that equipment and experience to troubleshoot the problem. You can do a visual inspection though. Go under the vehicle and inspect the transfer case components. Be sure there isn't any electrical wiring or connector damage. Make sure the connectors are not filling up with water or have other contamination inside them. Check the transfer case fluid level by removing the fill plug on the back of the case. Be sure the fluid is at the level of the hole and that the fluid looks good. Inspect the front end actuator and its electrical connection also.
