4x4 shift fork jammed or broken?

1992 Chevy silverado Z71...Yes the actuator is working ...bench tested..also have power to it, with the actuator out i tried to push on the shift rod that the fork is attached to.. I can feel spring tension but movement is only 1/4 inch...had a friend spin the tires AND the drive shaft while I push on the shift rod...couldnt see in the actuator hole with a flashlight very well to see whats going on...the last time I used the 4x4 it worked, no noise or grinding either. If I remove the axle tube will that allow access to the shift fork and the connecting gear? Thanks for your reply

The shift fork itself slides on the shaft. jack up the front wheels . slowly rotate the tire on the side of the actuator. AT same time try moving the fork itself to engage or mesh the gears ,.Often the actuator will seem to work but is not extending far enough. LIFE'S SHORT GO FISH
