95 Chevy Truck Window Wiper Problem

My 95 chevy truck has developed a window wiper problem. It operates off and on when the wipers are turned on and when they are off, the wiper blades do not go all the way to the resting position, laying about 2-3 inches up on the windshield.
When the wiper quits operating, usually touching or wiggling the multi-function turn signal lever will start them up again for a while.
Anyone have a solution for the problem?

I went nuts with a problem like that on a 96. Every time I touched it they worked again?? Finally started throwing out parts by likelyhood and hit it with the wiper motor - then found later it was under recall! They paid for it even though I used aftermarket part. Check for yours with your VIN # ready. Good luck,
