DODGE STEERING-HYDRA VAC Sign In

I have a 97 1/2 dodge ram dually, cummins diesel , somethings are for a 97 and some are 98. My problem is I replaced the hyda-vac because it was doing the typical things, like catching, irregular acting, brake pedal slow to come back, fluid down the inside firewall. Well the steering is still hard, so I took off he return line and the pump was not putting out very much. Well I replaced the powersteering pump(on the diesel you have to remove the vav, pump and powersteering pump out in one unit. I put on a new pump, but it still is not pumping. I made sure the tangs match between the two pumps but still nothing. I thought maybe the vacuum pump might be the problem to start with but it is reading between 26 and 30 lbs of vacuum. Any ideas I'M OPEN TO ANYTHING.
