Silverado needs primed- sometimes

I just inherited a 1989 Siverado with a 454 and dual tanks. It seldom starts on it's own and when it doesn't a bit of gas in the throttle body will get it going. After it is started it always runs very well. My friend that used to own it had removed much of the dash and changed wiring, etc. The fuel gauge always reads above full and I haven't yet figured out how to tell what tank is being used. For now though I'd like any suggestions on the priming situation. I've wondered if possibly the ignition switch may not always be powering the pump in the start position. I will be ordering a service manual for this too. The Chilton's his wife gave me with it is one step up from useless. Thanks for any suggestions.

What is the fuel pressure when it doesn't want to start? Since we volunteer our time and knowledge, we ask for you to please follow up when a problem is resolved.
