I have 2008 F250 with a 6.4 diesel engine i have ran goodyear silent armor tires on it since it was brand new i now have new set with about 4000 miles on them, i have developed a sound more than a feel like the old flat spot on cold bias tires i have had the tires rotated and balanced and still have the sound it is more noticeble at lower speeds below 20 mph and when i apply the brakes but you still do not feel it in the steering or brakes

Could be several things and nothing to do with tires that may have to come off for careful inspection. Does it seem like one tire or all of them?

On the maybe list could be a wheel bearing, u-joint or something with brakes. Guess you need to rule all those out,
