89 chevy p/u starter problem.........

On my 89 chevy pick up, 350, auto, the starter will not turn over, it is getting fire from the battery, and the starter checks to be good. Is there a fuse or device which would prevent the starter from kicking in? (I have tried 2 starters with same results)

These years of Chey trucks I believed used a mechanical neutral safety switch; in other words if the gear shifter isn’t in park or neutral the keys will not turn all the way to the start position. That also means that if the keys turn all the way to the start position there should be power at the S terminal of the starter solenoid. Tell us what you find and we’ll go to the next step in testing this circuit. Here’s a diagram of how the starter is wired. Dan. Canadian "EH"

There is fire from battery to starter post, but no fire to S terminal when switch is turned to start. It has a device on the block just above the oil pan that a wire which is bundled with the wire that goes on the S terminal attaches to. I did not know what it was for, thought it might (if bad) not allow fire to S post.
