The circled terminal looks like the very end, which would make sense if that's the end that the power comes through first and I effectively shorted the circuit by hooking the battery up backward. What is the proper procedure for testing that circuit? Leave the car off and test it with the ohm function on the multimeter, or do I need a special tool?

Just fast: Get an ohm meter. Understand the one U get. Ohms will read total contact plain wire, metal or fuses. This all happened wrong fast so rule out things one by one if just "continuity" Yes/No for now not more. If nothing found then back to needing help, Tom

Ok, so after going back to look at that part of the fuse, I can verify it's definitely blown right there. You can only see it from this specific angle, and even then I only noticed once I put the voltmeter on it and only got a reading from one side. Really difficult to notice with so many other things going on.
That said, is there a safe way to temporarily reconnect these to verify it's actually the problem? I obviously need a new one, but at the same time if I still have to take it to a mechanic for something else, then I'd rather just do that.

No you want to bite the bullet here and get the right part. This is a safety valve for the car and anything you use to Bridge it won't blow if there's a problem and then you might burn your car down.
I know it sucks when money is tight, but something like this get the right part

SUCCESS!
I took my small pair of vice grips to bridge that connection and the car started right up! Everything works fine, including all the systems that weren't powering up.
So now I know I just need to replace that part and everything should be fine. Really appreciate all the help guys! Fantastic!
