12 volt outlet not working

'95 Subaru Legacy Wagon, 2.2l. Recently had stereo/accessory wiring unhooked. Can't get a 12v outlet to work. Checked fuses, voltage at power supply=14v, voltage in outlet=14v, multiple chargers tried, then tested them in other car..they're fine. Nicked insulation off one charger & tested at point furthest from outlet, still have voltage there. Hot lead hooked to 14v wire, grounded other lead to chassis. My meter shows ground on walls of outlet and 14v @ back/center...?

That's what's killing me. I've tried multiple accessories, ipods, iphone, etc., they all work with the same chargers in my other car.
