1990 Topaz keeps trying to start

Hello, I have a 1990 Mercury Topaz (2.3 L automatic, ~180000 km) that keeps trying to start when the key is in the "on" position. I drove the car for about a year (and it was very reliable, no obvious mechanical or electrical issues) before parking it after being gifted a newer vehicle. I moved to a new city after that, so it was parked for almost two years before I checked up on it to get it ready to sell. It started right away, but it keeps trying to turn over even after it has started. I would guess this problem is due to the ignition, starter, starter solenoid or some combination of those. But I'm not too knowledgeable when it comes to this stuff, so I'd really appreciate any help narrowing down what the cause is.

Almost sounds like a starter problem, but to be sure, if it was me I would began checking with a volt meter from the starter back to see where the problem is.

That sounds like a good strategy. Could you give me some advice on what voltage readings would indicate which part is having issues?
