Anythings possible! If it shows there was one before, buy a new one along with mounting bolt(s) and loctite thm in place.

Look for the retaining bolt still being there. It is more common for the pulley bearing to freeze up causing the pulley to fly off but the bolt will still be there. ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ We offer help in answering questions, clarifying things or giving advice but we are not a substitute for an on-site inspection by a professional.

is there a bracket for the idler pulley or does it attached with only a bolt?

It will have a single bolt through the middle, assuming you aren't talking about a tensioner instead.
