Yaris 2004... I drown through the floods in Dublin on Monday evening and I went to use my car 3 days later and it will not move. The engine is running but the car will not move. could not push it even with the handbrake down? What can I do?

Was it under water over the wheels? With the engine is it fighting like brakes are on?

Lots of things don't like water if too high up on a vehicle. Brakes rust, calipers rust up but take longer. Clutch if a standard shift might be stuck. Later anything lie bearings CV joints and more.

If submerged the renders cars a total loss usually!

Depending on location and driving on flooded roads don't go over the height of the tire rubber and if depth is unknown don't try it as it will die out and you won't make your destination anyway so turn around and find another way,

You can jack up each corner, one at a time. Try to turn each wheel while in the air. Make sure it is in neutral and the grounded wheels are chocked. This should show you if you have a seized caliper.
