Make sure throttle cable(s) are free as a bird or toss them - one probably for trans kick down if automatic. Vacuum leaks or dirty throttle body can cause issues but usually if so it would idle too low? Any codes to help? T

Would be rare to me but if throttle plate(s) can't return fully that would both possibly cause excessive slack in any cables OR they are fine and this has a vacuum leak which would be what I'd look for first, T
