new radiator leaking!

Hi, I have a 2003 Hyundai Accent, 1.6, it has 86000. I had a leak on the top of my old radiator, between the aluminum and the plastic part. I bought a new one " Spectra Aluminum core, had it replaced, and replaced the thermostat . After that I noticed that the water in the reservoir does not go up when the engine is hot "as it used to do", and the coolant is always cool in the reservoir. My engine doesn't get hot and the fans start normally. Now, after 5 months, I have a leak in the plastic bottom part of the new radiator. Around the "what I assume to be" where the transmission fluid goes in or out of the radiator. My questions: - Is it normal the coolant in the reservoir tank stay cool while the engine is hot? - Do you think the leak was caused by an abnormal pressure inside the radiator or it is just the radiator was bad when I purchased it? Don't over think the situation. If the radiator is leaking and you haven't had any recent overheating or coolant loss, then it's likely just a bad radiator.
